This amendment is intended to reverse precedents that have destroyed the Constitution's ability to limit government.  The campaign committee believes these statements represent our nation's founders original intent. 

Constitutional Amendment - McLendon for Congress Campaign [2002]

The Constitution's Article 1 Section 8;

"Necessary and Proper" clause:  Congress shall make only those laws that are essential to fulfill powers enumerated in Article 1 Section 8, and that do not infringe upon the powers of the States, or upon the rights of the People; 

"General Welfare" clause:  Congress shall exercise the enumerated powers only for the true general welfare and not for the welfare of particular persons or groups;

"Regulate Commerce" clause:  Congress shall exercise its limited powers only to ensure the free flow of goods and services among the states.

 

Proposed Constitutional Amendment - Anonymous Source

1. In all criminal trials, the jury is the judge of law as well as of fact.

[Similar to the wording in the Maryland Constitution's Declaration of Rights, Article 23]

2. Upon presentation of a petition with signatures from ___% of voters, a grand jury shall be called, to investigate charges of government misdeed. Their findings shall be made public.

3. Government shall not create or promote any commercial monopoly, with the sole exception of temporary monopoly in the case of patents and copyrights.

[Similar to Jefferson's proposal for an anti-corporate welfare plank in the Bill of Rights. A similar item made it into the Maryland Constitution, Maryland Declaration of Rights, Article 41:

"That monopolies are odious, contrary to the spirit of a free government and the principles of commerce, and ought not to be suffered.]
