A More Effective Drug Abuse Policy - State Jurisdiction

Nowhere in the US Constitution is the federal government authorized to pursue a war on drugs!  Further, the 10th Amendment specifically reserves such power to the states or to the people.  The federal government's "war on drugs" is constitutionally unlawful, and should be immediately abolished.

Proposed
Changes
Individual states may elect to continue a "war on drugs" program similar to what the federal government pursues, or each state may elect to change.  With respect to drug laws, the Constitution leads to the idea of having "wet" and "dry" states.
